The SCOIR (Secondary rights, Copyright, Open Access, Institutional policies, and Rights retention) is proud to announce its newest partnership with PATTERN, a project funded by the European Union, focused on advancing open research competencies across Europe.
Through this collaboration, SCOIR will adapt and localise the PATTERN open access training materials hosted on the Open Plato platform, integrating key insights from the Irish legal and policy context to align with national frameworks and contribute Ireland-specific expertise to the broader European infrastructure and help strengthen the alignment between national implementation and pan-European standards.
PATTERN supports open access literacy through modular training, community engagement, and institutional capacity-building, making it an ideal collaborator in the journey toward sustainable open research ecosystems.
About the SCOIR Project
Funded by the National Open Research Forum (NORF), SCOIR is Ireland’s leading initiative exploring how legal reform and institutional policy can make open access easier for researchers. Since its launch in 2023, the project has:
● Drafted a model Research Outputs and Open Access Bill (2025)
● Developed a national-level Open Access Policy Framework which operates as institutional guidelines to support rights retention at the author level
Through legal clarity, policy coherence, and cross-sector collaboration, SCOIR aims to “unharness” the full potential of open research in Ireland.
